Mr. Thomas has over 10 years of experience in energy program evaluation. During this time, he has provided comprehensive portfolio planning and evaluation services for numerous clients nationwide. He received his B.A. in Economics and M.S. in Applied Economics from the University of California, Santa Cruz.
